[align=left][b]Information Considered[/b][/align][align=left]I am a delegated decision maker under Section 65 of the [i]Migration Act 1958[/i] (the Act). In reaching my decision, I have considered the following:[/align][list]

[/font]relevant legislation contained in the Act and [i]Migration Regulations 1994[/i] (the Regulations) collectively “migration law”;
[*][font=Symbol]•
[/font]information contained in the department's Procedures Advice Manual 3;
[*][font=Symbol]•
[/font]documents and information provided by the applicant(s); and
[*][font=Symbol]•
[/font]other relevant information held on departmental files.

[align=left][b]Reasons for Decision[/b][/align][align=left]Under migration law, an application is made for a class of visa and your application must be considered against the criteria for all subclasses within that visa class.[/align]
[align=left]Your application has been considered against the criteria for the following subclasses within VISITOR visa class.[/align]
[align=left]600 - VISITOR [/align]
[align=left]
You did not satisfy Subclause 600.211 of the Migration Regulations 1994, which reads that: [/align]
[align=left][i]The applicant genuinely intends to stay temporarily in Australia for the purpose for which the visa is granted, having regard to:[/i][/align][align=left][i](a) whether the applicant has complied substantially with the conditions to which the last substantive visa, or any subsequent bridging visa, held by the applicant was subject; and[/i][/align][align=left][i](b) whether the applicant intends to comply with the conditions to which the Subclass 600 visa would be subject; and[/i][/align][align=left][i](c) any other relevant matter.[/i][/align]
[align=left]In assessing these criteria I have taken into account the information provided in your visa application form, as well as supporting documents relating to your personal and financial circumstances in China. [/align]
[align=left]You stated in your application that you intend to visit Australia as a tourist. I find that you have not demonstrated that you have sufficiently strong financial, family, employment or other commitments in China that would be an incentive for you to return to China.[/align]
[align=left]I note that you have provided some evidence of your financial standing, however, the amounts/assets noted could not be considered a significant incentive for your return from travel to Australia. [/align]
[align=left]In light of the above considerations, I am not satisfied that you genuinely intend to stay temporarily in Australia for the purpose you have stated, and therefore find that you do not satisfy Subclause 600.211.[/align]
[align=left][b]Decision[/b][/align][align=left]As you do not meet one or more clauses in Schedule 2 of the Regulations, I find that you do not meet the criteria for the grant of a VISITOR (Class FA) VISITOR (Subclass 600) visa. [/align]
[align=left]Therefore, I refuse your application for a VISITOR (Class FA) VISITOR (Subclass 600) visa lodged at Shanghai.[/align]

拒签理由给的比较笼统：资金，家庭，工作等各方面材料不充分。然后指出资产方面材料不足。。。
要分析出具体的拒签理由，要结合个人情况和提交材料来看。
女主这边提供的退休流水么？男主这边月入12000元，是否提交的工资流水？月入12000元是否能从工资流水上看到每个月固定进账？
如果工作和收入稳定，家庭出签一般问题不大。男女主的材料看资金方面额度也是没问题的。

工资流水很重要，如果月收入开的12000元，没有相应流水对应，那么这个说服力就很有限。。
家庭送签，如果拒签，那么问题主要就出在工作和收入上面。再就是行程方面。
工作和收入方面的材料需要再补充，如果收入流水没有对应，补充材料和作出说明是很有必要的。
